on my device, it shows pin is not available and hence I'm unable to disable it although at the lock screen there is an option to sign in with pin

If you want to remove pin, just click on windows hello pin and there will be a remove option, click on that

I noticed for the netplwiz portion, I needed to input my Microsoft user and password versus my pc user and windows 10 pin

For anyone who can't see the box: Go to settings->accounts->sign-in options(left side)->Disable pin(this will require your microsoft account bpassword/b to log in, instead of *pin*), BUT now you will be able to see and un-check the said box

For those that are struggling i found a good method This one doesnt work for me so what i did i created a local account with no password and now each time i log in with this one it doesnt require pin or password anymore
