I tried this entire process with a 16GB flash drive formatted in FAT32 It continually gave me the "No applicable update data was found" error I eventually stuck in a 1GB stick and was given the option in windows to format it in the older FAT format, so I did that and the PS3 started seeing the PUP file as "applicable" YAY!
