It doesn't matter if the transactions are private The end receiver still needs an exchange to sell the Monero to receive fiat At the end of the day those exchanges can be cut off from the banking system by the govtbrbrYou would need an entire circular economy based on Monero and no govt is allowing that anytime soon

The only downsides I see with Monero is the need to sync the chain and the fact that it always will be inflationary
