High Fps is not the issue my fps drops no matter how much cap i do it always drop below the cap in fights I have 3060ti

My game still isnt getting too much of a boost maybe 20-30 fps boost otherwise my game is just stuck at 20 fps, I have watched like 10 tutorials and absolutely none have helped me, I have done so many changes and looked at you older videos to see if they would help, they did not help me at all I am just stuck at 20 fps and can't get my game to be smooth it all, it almost feels unplayable at this point now, I am also having so much input delay, it's insane, I want some more help and clarification if you can, that would be appreciated

hi bro that maybe sounds weird but im playing on a laptop and the charger has lower voltage than the pc needs and when i play apex the charger disconects becuz becuz apex takes so mush power to run more than the charger can provide is there is any way i can lower the power apex run with
