I think "spot block instances" have been retired since a couple of years So, it's no more a valid option for question 1 I think "on-demand instances" would be the right choice

Spot Instances with a defined duration (also known as Spot blocks) are no longer available to new customers from July 1, 2021 For customers who have previously used the feature, we will continue to support Spot Instances with a defined duration until December 31, 2022

I've never heard of spot block, looked on aws and that doesnt mention it either only spot instances
