After you have rebooted & you're back online again, you are opening your browser with the paper wallet address info, so isn't it now exposed to the internet potentially defeating the purpose of disconnecting in the first place, plus a virus that sat on the hard drive could have stored that info locally till you reconnected anyway, right?
