They have a patent for on demand liquidity, they are actually being used right now and so is the ODL feature As far as decentralization I hear people speak of it in two ways 1 who has the most coins (ripple holds in 3rd party escrow) and 2 nodes that control the network This is nit proof of stake so unless your trying to take the market by selling ripple and there xrp service no other purpose unless talking about sales It’s consensus so how many coins you have does not affect the network
