that is called a flaperon - Boeing invented those as a way to maneuver the aircraft more easily during takeoff and landing - it has two purposes controling the roll of the aircraft (as an aileron) and the speed and lift of an aircraft (as a flap)

flaps increase the wing surface area so they provide more lift at slower speeds they lower the flaps for takeoff otherwise they'll end up not lifting off before they run out of runway because the plane can't reach lift off speed fast enough on a 12,000 foot strip for landing the flaps settings are adjustable for different speeds the flaps on the top are speed brakes (spoilers) which aid in slowing for descent the flaps are lowered all the way down when the plane is on final approach just before touchdown at 175-180 mph if the flaps weren't lowered they'd be landing at a dangerously high speed in excess of 220-260 mph and may not be able to stop before overrunning the runway

Only flaw I saw was after landing, it is a general practice to make NO changes to flaps (retract) up until clear of the runway The unlikely, but possible mistake of putting landing gear up has happened on many occasions - more so in general aviation - nonetheless all my training focused on after landing checklists - with flaps up - after clearing runway

The middle one moving fast is the Ailerons which control the movement and banking/turning of the aircraft, the slowmoving ones that gradually point down are the flaps which increase drag of the aircraft

I'm no aircraft expert but I think you were focused on the "safety ailerons" or something cause flaps wouldn't move that fast I would think I think those were "safety ailerons" just so when taking off, the plane wouldn't slap the ground with it's wings so it has those for slow rates
