It's a 3rd world country with a minimal functioning and usually corrupt government with a large gap between middle class and poor People often have to make do to feed their family Most people doing this type of work are not "ignoring" safety protocols, they simply don't know the hazards The owner doesn't care, they are all replaceable and there is no government enforcement body to even question the treatment of workers or the type of work being done They'll likely never see their grandkids grow, and it's a very hard cycle to break out of Someone's kid will eventually replace them after they can't work anymore and the cycle continues It's a sad state of affair, I feel for these people doing hard dangerous work while being completely oblivious to it's dangers because they need the money for a roof over their head and sustenance
