You guys are conflating "fraud" and "ID requirements" requiring ID does not prevent fraud, people that are being scammed (fraud victims) are perfectly happy to provide ID, because they have nothing to hide The people that don't want to provide ID either don't have an ID, or want to hide what they are doing (and are by definition not fraud victims) Fraud and ID requirements are completely different and unrelated issues
