3 years late, but that mainly because iterating on a neural network is ultra hard, also any changes to the game could break the AI in unexpected ways, Also making a bot that just crushes people in a shooter is not hard, it just wouldn't be fun to play against, so none does it

The reason they don't use advanced AI for bots is because of the costs, right now you need a really powerful gpu and cpu to run any bot program Most bot programs can only afford it due to sponsors for the research, and it would require a lot of money and resources to do so Not to mention you'd need to "Punish" the ai for doing unrealistic tasks

I wouldn't use neural networks for bots as well They look like they are the perfect fit for this kind of task and they actually are but with a major disadvantage You cannot control or change the neural network behiveor Networks learns themself in a controlled envirement and you cannot change how good or bad they will play There is ideas of transparant deep learning models but nothing usable here These are my thoughts about it as a cs student with no research
