Bullshit I have an RX 57O0, I5 9400F, 16GB Ram DDR4 2666, and a very expensive fast af SSD The game without mods on ultra runs at 170 fps while the game with mods runs at 80 fps Try overclocking your gpu That's what I did on mine

The main thing you also need to take into consideration is that you're playing on the PC version of GTA which doesn't have all the expanded and enhanced stuff the PS5 and Xbox Series X does, like realistic reflections, and other sorts of things

Don't blame developers, the game looks very good already and for the technology at the time this very impressive, the only way it looks the way it does is because they had to optimize it for everyone especially console which barely survived running the game, heck I could play the game on my work laptop, which graphics mods that do look great miss a vital ingredient in games, optimisation

Everything looks better on original, I mean if you take a look on particular thing it is more detailed in mod but if you look on whole picture its not natural, it looks like detailed game, original is smoother, more organic, detils are not everything, its hard to describe what is off in your mod but you can see its not realistic
