if i remember correctly, the outsider was created by a cult 4000 in-game years ago, from a 15 year old orphan boy, to represent the void as some kind of avatar but the outsider himself is not that important, as the one we have seen isn't even the first one the be the ousider, and sometimes there aren't any at least that's according to one of the devs, Harvey Smith so i'm thinking we're looking at a replacement here, or some kind of era change in the dishonored universe, but that's just my little theory
