So yea, the actual point is that you never know your product is "locked" in some way If you can explain that with a lower cost, people might be fine with it, but still, doesnt feel right that as a customer you never get told that the product you buy has in fact a locked feature set, while its more expensive version is the very same, just unlocked

of course - but in semiconductor manufacturing the yield for high end products is very small - so you have lofts of defective stuff its pretty sure that, if you get a bigger flash memory IC sold as a smaller one it is not limited just for fun or economic purpoposes, it if often because of defective parts which are disabled

To sum it up
Its totally fine if the product is sold to the customer with the full knowledge that it is in fact a 16gb memory, just limited to 4gb
But the customer doesnt know, the customers thinks (as thats what its told to him) its a phsycial 4gb memory, and thats what you pay money for
Knowing that i would feel kinda cheated to pay more money for a 16gb memory, while i get the very same phsycial memory with the much cheaper 4gb product (i just have to unlock it)
