in my case it's opposite my I am playing uncharted 4 on med settings I am getting 20 28fps only and my cpu usage is below 40 and on low I am getting around 55 60fps and my cpu usage is 60 70 so what could be the problem?brbrmy specs bri7 4790 360Ghzbrgtx 1650 Superbr16gb ram

See if you are enabling v sync on fullscreen mode, it doesn't matter if there's a bottleneck or not fps will be locked at 60 and always low gpu usage
