Doesn't work for every game, but if you have AMD graphics card, you can cap your fps in AMD Software: Adrenalin Edition

Whether this works or not may depend on monitor settings If your monitor has some kind of automatic/adaptive refresh rate feature turned on, it will not allow other software to change refresh rate settings
