Howard Hughes had very little to work with, there were no electronics that we have today to make new projects easier or even possible, can a rocket be landed without the electronics of today? probably not so yes Hughes did accomplish great things, so much of the research we take for granted today did not exist in the 1930's Musk is the one who has used all the knowledge unlocked by others to accomplish his goals, he is a user he has not invented much of anything yet
