none worked after safemode it just cuts off and will loop the repair mode even after full uninstall and reinstall

my ps4 is stuck in safe mode on the intitalize ps4 reinstal and despite controller being connected i cannot manouver around, its stuck on the initialize ps4 reinstall if i press it it goes to find usb but gives me error despite USB plugged in with fat32 formatted/UPDATE folder containing the pup update ps4 software not sure what to do anymore
